Deputy General Director of AKKUYU NUCLEAR JSC performed at the International Conference on investments to energy sector of Turkey

 

Second annual conference “International investments to energetics - Turkey” took place in Istanbul. The subject of discussion was key relevant issues of energy market of the Republic of Turkey. More than 30 heads of Turkish and foreign companies of energy sector performed at the conference. The main subject matters of reports and presentations were modern trends in energetics, the structure of energy market and measures for its regulation, energy exchange in Turkey, activities of Istanbul stock exchange and other issues.

 

  

 

During conference Oleg Titov, Deputy General Director for operational support of AKKUYU NUCLEAR JSC, performed with presentation on the subject matter “Experience of realization of large projects in Turkey:  “Akkuyu” NPP”. He mentioned that the project of construction of “Akkuyu” NPP - the first nuclear power plant in the Republic of Turkey - is implemented under BOO model (“build-own-operate”). The legal basis of the first Turkish NPP was laid on 12 May 2010, when heads of governments of the Russian Federation and the Republic of Turkey signed the appropriate Intergovernmental agreement (IGA). Herewith, Oleg Titov underlined that AKKUYU NUCLEAR JOINT STOCK COMPANY is the Turkish company and maintains its activities in accordance with the legislation of the Republic of Turkey. “According to IGA provisions, SC “Rosatom” is responsible for engineering, construction, operation and maintenance of nuclear power plant, as well as for decommissioning of the NPP. The power plant construction will begin after obtaining of all permits and licenses stipulated by Turkish legislation. “Akkuyu” NPP will consist of four energy blocks with capacity of 1200 MW each, thus, total established capacity of power plant will be 4800 MW. Estimated period of operation will be 60 years, however technologies existing at the moment permit extending this term to 80 years” - Oleg Titov mentioned.

 

During presentation Deputy General Director of AKKUYU NUCLEAR JSC compared nuclear generation with other sources of electricity generation: “Nuclear power is efficient and safe. Coefficient of performance of nuclear reactors during their life cycle is 90% of the main capacity. Modern reactors are engineered in order to guarantee uninterrupted and safe work for the period of more than 60 years. Despite high capital expenditures at the starting period of implementation, during the whole period of operation a nuclear power plant allows obtaining more than 70% of profit. NPP are less tied to changes of oil prices compared to traditional electrical power stations, where cost of fuel in the structure of expenditures is 60%. Herewith, at the station there is a possibility to provide fuel stock for the period of up to 10 years”. He also added that share of Russian party in “Akkuyu” NPP will be not less than 51%: “...At subsequent stages of implementation of project of Russian-Turkish cooperation, 49% of shares of company may be sold to Turkish or foreign investors. AKKUYU NUCLEAR JSC in 2016-2017 plans to start work on attraction of investors, which, in its turn will allow them obtaining stable and high dividends”.

 

During presentation Oleg Titov told about manufacturing of equipment for the power plant. He marked that Russian companies would provide about 60% of total volume, and the rest part may be manufactured by Turkish suppliers. Herewith, the senior manager of AKKUYU NUCLEAR JSC said: “Turkish companies are very competitive in construction. Exactly that is why up to 90% of construction and installation works may be executed by contractors of the Republic of Turkey”.

 

On preparation of specialists for work at the first Turkish NPP Oleg Titov declared: “The Turkish students after successful passing of entrance examinations are provided with possibility to get education on nuclear specialization in the Russian Federation. Currently about 250 students from Turkey study in National Research Nuclear University MEPhI (NRNU MEPhI) on the program of preparation of specialists for work at the “Akkuyu” NPP. In 2015, 6,155 applications for 80 places were submitted for participation in entrance examinations in the Republic of Turkey. In October of current year arrival of a new group to Russia is planned. This year 50 persons will study in NRNU MEPhI and 30 in SPbSPU (Saint-Petersburg State Polytechnic University). It is planned to give education to up to 600 Turkish specialists in total”, - mentioned Deputy General Director of AKKUYU NUCLEAR JSC.
