The International Energy Forum “Nuclear Power. Asia 2014” was conducted in Vietnam

 

The 5th International Energy Forum “Nuclear Power. Asia 2014” became the major place of nuclear experts meeting from all over the world. About 300 international specialists in the nuclear power industry from Austria, Bangladesh, Belgium, Great Britain, Vietnam, Germany, Egypt, Iran, Canada, China, Malaysia, UAE, Pakistan, Russia, Singapore, USA, Turkey, France, South Korea and other countries participated in the event.

 

The Minister of Science and Technology of Vietnam, Le Din Tien, when opening the forum, said: “By 2030 the power of nuclear generation in Vietnam will reach up to 10.7 GW that is 10% of the total electric power generation in the country. Vietnam became the center of regional development of nuclear energy after the start of implementation of the first project of Nintkhuan NPP facility with Russian design. Construction of the NPP was initiated due to the need of the Socialistic Republic of Vietnam for new energy sources because hydraulic power and heat power decrease volumes of produced power”. The Minister declared that commissioning of the first priority (2 power units) of Vietnam Nintkhuan NPP is planned to be carried out in 2023-2024”.

 

The Project Company was represented at the meeting by the Deputy Chief Executive Officer – Legal and Corporate Affairs Director of AKKUYU NPP JSC, Ilya Smirnov. During one of the plenary meetings he delivered a presentation on the current status of implementation of the construction project of the first NPP in Turkey and noted: “Unless receipt of the required licenses and authorization documentation from TAEK (Turkish Atomic Energy Authority) wouldn’t be delayed, the NPP construction process will start in accordance with the approved schedule. After the receipt of the construction license AKKUYU NPP JSC plans to commence work related to concrete pouring for the reactor building at the beginning of 2016. According to the designated schedule, the first power unit of Akkuyu NPP will be commissioned in 2020. The remaining 3 units will be put into operation in equal time intervals lasting for 1 year. Thus, by 2023 the construction of the first Turkish NPP will be completed”. 

 

 

During the panel discussion Ilya Smirnov told the forum participants about the issues of NPP construction financing, about the role of IGA (Intergovernmental Agreement) in implementation of the nuclear power projects in general. He focused on the fact that importance of the use of nuclear energy generates no doubts from economic and strategic point of view and in the context of energy security.

 

The Director of the Nuclear Power Department of the International Atomic Energy Agency (IAEA), Yong Kyun Park, made a speech at the forum. He told the event participants about assessment principles of nuclear infrastructure of the countries which commence development of nuclear energy. Mr. Park focused on the fact that IAEA conducted the INIR (Integrated Nuclear Infrastructure Review) mission in the Republic of Turkey in Autumn 2013. Results of the mission will be presented later. IAEA representative noted the creation of “road map” and progressive development of nuclear branch in Turkey which is expressed in the process of the preparatory stage of construction of 2 NPPs: Akkuyu NPP in Mercin province and NPP in Sinop province.

 

The participants of the International Forum “Nuclear Power. Asia 2014” visited the unified exposition of Russian enterprises from the nuclear branch headed by the State Atomic Energy Corporation “Rosatom”. The exposition presented the information about directions and options of the successful Russia-Vietnam cooperation through the example of Nintkhuan NPP as well as about the complex approach in construction and operation of NPP of Russian design, about Russian experience in construction and modernization of atomic scientific and research centers and research reactors within the territory of the Russian Federation and abroad. Foreign participants of the forum learned that Russia conducts training for students from Vietnam, Turkey and other countries in the sphere of nuclear power industry.

 

The issues and options faced by the countries planning to develop the peaceful atom use programs were discussed at the energy forum “Nuclear Power. Asia 2014”. The event was one of the main sites in the South-Asian region for international regulating bodies in the sphere of atomic energy, for nuclear energy agencies and NPP operators.
