Turkey plans to open the Training center to prepare specialists for the nuclear power industry

 

The first extended meeting on establishment of the Training center for preparing technical personnel for the Turkish national nuclear industry took place in Ankara. The delegation of the representatives of Rosatom SC, which took part in the meeting in the Ministry of Energy and Natural Resources of Turkey, visited Ankara with the goal to share experience in opening of such centers. The Russian delegation included: Yuriy Seleznev, Principal of the Central Institute for Continuing Education & Training (CICE&T) of Rosatom SC, Vladimir Artisyuk, Vice-Principal and Director of the Department of International Activity of CICE&T, Tair Tairov, Director of the Saint Petersburg branch of CICE&T. The Turkish party was presented by the representatives of the Ministry of Energy and Natural Resources of Turkey, Chamber of Industry of Ankara and «Defense Research Center» JSC. The guests from Russia were welcomed by Ibrahim Halil Dere, Head of the Department for Implementation of Nuclear Energy Projects (DINEP) under the Ministry of Energy and Natural Resources of Turkey. The main subject of the meeting was cooperation of the Turkish party with Rosatom State Corporation on establishment of the Training Center to prepare staff for the companies, which will render different services to Turkish nuclear power plants, including the first Turkish nuclear power plant – Akkuyu NPP.

 

Ibrahim Halil Dere told in his opening speech: «It is extremely important for us that the technical personnel’s training for nuclear power facilities is to be held on the territory of Turkey. This process of technology transfer must contribute to increase of the technological level of the Turkish industrial sector». He reminded to the participants of the meeting that the program of training engineers for the Akkuyu nuclear power station, under which groups of Turkish students are annually sent to Russian, has started in 2011. «And we understand that besides qualified engineers the NPP will require technical staff of different levels, and realize the importance of training such personnel», – the Head of DINEP emphasized. He also noted that Turkey has already initiated the corresponding research and development, and is implementing the production localization programs. «We are well aware that Russia is among few countries which not only operate NPPs, but also create new scientific knowledge in this area, perform training in the sphere of power engineering and possess a full cycle of nuclear industry. We are also aware that the Central Institute for Continuing Education & Training (CICE&T) of Rosatom SC is a competent and experienced institution in its sphere. That is why we are intending to evaluate the prospects of our potential cooperation with the CICE&T», – Ibrahim Halil Dere added.

 

The representatives of Rosatom State Corporation made presentations on the subjects «Russian support of the nuclear infrastructure construction in the new-coming countries» and «Training programs on the NPP designing and construction». Vladimir Artisyuk, Vice-Prinicpal and Director of the Department of International Activity of CICE&T, told that the Central Institute for Continuing Education & Training began its work in Obninsk. At present 3 educational centers operate on the basis of CICE&T: in Obninsk, Saint Petersburg and Yekaterinburg. The structure of the CICE&T also includes the first nuclear power plant in the world – Obninsk NPP, which was put into operation in 1954 and now operates as a museum. According to Vladimir Artisyuk, CICE&T renders active assistance to different countries which intend to develop the national programs in the field of nuclear energy, and are developing the relevant infrastructure, in particular in the area of human resources training. «We train the staff of nuclear power plants, render consulting services at the preparatory stages of the NPP construction and deliver educational materials required during NPP licensing. We also hold training courses for all employees of NPP – from representatives of the company’s management to technical specialists of the initial level, including on the job training. Besides we hold the advanced training for the operating staff of NPP on the different topics: nuclear safety, radiation protection, actions in case of fires and earthquakes as well as other aspects of physical protection of NPP», –Vladimir Artisyuk told.

 

The Vice-Prinicpal and Director of the Department of International Activity of CICE&T Vladimir Artisyuk also noted that the International Atomic Energy Agency (IAEA) encourages development of the nuclear power engineering infrastructure in the countries, which are going to construct NPPs on their territory. In this connection, according to Artisyuk’s words, it is planned to establish the International Training Center in Obninsk. And Vladimir Artisyuk emphasized that specialists from a series of foreign countries had already passed training on the basis of the Central Institute for Continuing Education & Training of «Rosatom».

 

Based on the outcomes of the first meeting in Ankara the parties made the decision to hold further negotiations and consultations in the course of the return visit of the representatives of the Republic of Turkey to Russia to Non-State Educational Institution for Supplementary Professional Education «CICE&T of Rosatom» (Obninsk, Saint Petersburg) this August-September.
